Standing Rules
1. All sessions
of the Conference shall begin promptly at the place and hour announced in the official
program.
2. The adoption
of the program as presented in the Conference booklet, with necessary changes, shall
make it the order of business for the Conference.
3. When addressing
the chair, the member shall clearly state his/her name and the name of the Society
to which he/she belongs.
4. Only registered
members of the Texas Society, C.A.R. shall be recognized to speak at the Conference.
Others will be granted permission upon motion and vote of the assembly. The Senior
State President speaks at the invitation of the State President and with the permission
of the assembly.
5. All reports
shall be limited to two (2) minutes. Reports of officers and chairmen not present
shall be filed unless it is moved that they may be read.
6. Courtesy
demands there be no talking during the business sessions. Ushers will strictly enforce
this rule. There shall be no note writing and no delivery of notes by pages when
a speaker has the stand. Pages with notes to relay shall do so at the conclusion
of reports or speeches unless otherwise requested by the chair.
7. Only C.A.R.
members shall vote, in accordance with our Bylaws.
8. Voters
shall identify themselves by name and ribbon and shall receive permission to file
their ballots from the Credentials Chairman in charge.
9. If there
is more than one nominee for any office, voting shall be by secret ballot at the
place designated in the program. The Credentials Chairman and Tellers and voters
only shall be admitted to the polling place.
10. There
shall be no campaigning on the premises of T.S.C.A.R. Conference Headquarters. Neither
shall there be posters or advertisements referring to nominees.
11. Each
candidate for the office of First Vice President through Curator shall be allowed
one and one half minutes, and the candidates for State President are allowed three
(3) minutes for a campaign speech.
12. All officers,
voting members and chairmen shall occupy seating sections assigned to them. Adults
shall be seated to the rear or side of the business auditorium.
13. The ushers
shall keep all doors closed during all sessions. The doors shall be opened briefly
by the ushers before each major feature of the program and/or at the request of
the chair.
14. Boys
shall wear suits or sports outfits with ties for business sessions. Girls shall
wear dresses to all business sessions.
15. Additional
rules for conferences may be adopted as suits the necessity of any event. Such rules
may be added to these printed on the program for that event alone.
16. The Senior
State President mails the credentials form to each Senior Society President. This
form sets forth the number of delegates and alternates allowed by these Bylaws.
This form is completed and returned to the Senior State President who asks the Senior
State Treasurer to verify that the state dues have been received. This form then
becomes the accredited voters list for use by the Credentials Chairman and the Tellers.
All requests for changes of credential blanks must be in writing and signed by the
Senior Society President. The Credentials Committee shall govern the election credentials
for the State Conference in accordance with the ruling on qualified voters and delegates
and eligible nominees for office as set forth in these Bylaws, and shall, perform
such other duties as generally required by such a committee.
17. Senior
Society Presidents or their appointed substitutes must assume responsibility for
chaperoning society members attending the Conference.
18. Standing
Rules are voted upon by the Assembly at the opening of the State Conference and
may be changed by a two-thirds vote.
19. At the
annual Senior State Board meeting, subject to funding, the Senior State Board may
vote to reimburse the State President and the Senior State President an amount not
to exceed $600 each toward expenses relating to the National Convention, and an
amount not to exceed $150.00 each toward expenses relating to the South Central
Regional meeting. In the event he/she cannot attend either one or both of these
meetings, the delegate who goes and presents the report of the Texas Society shall
receive the expense money.
20. Each
officer and each committee chairman shall maintain a folder regarding his/her work.
This folder is to include specific detailed descriptions of functions and requirements,
such as a copy of all communications to the members, contest winners (if any), reports
for the past five (5) years, and any other date or suggestions which could be helpful
to a new officer or chairman. This folder is to be passed to the corresponding Senior
during the week of State Conference. The Senior will review the contents of the
folder, remove non-pertinent material, and will then see that the appropriate senior
for the coming year receives the folder to pass to the new officer or chairman as
soon as that person is appointed.
21. A Standing
Rule be instituted for (1) color printed page in the Yearbook; the re-use of 3-ring
binders for those continuing as officer or chairman and the use of early cutoff
dates for the Yearbook and the distribution of this date to all officers, chairmen
and their corresponding seniors so that the Yearbook can be published most cost
effectively.
22. The State
President, Senior State President, National President and Senior National President
shall receive complimentary registration, meals and rooms at the Texas Society Children
of the American Revolution Conference. They shall receive complimentary registration
and meals at the T.S.C.A.R. Workshop. The National President and Senior National
President shall receive complimentary rooms for the T.S.C.A.R. Workshop
